Option to disable invitation email when user created from CSV import

Problem Definition

Currently, when a user created during CSV issue import, there are no options to disable the invitation email.

Suggested Solution

Provide options to disable invitation email.

Why this is important

Admin doesn't want to send invitation email on purposes. For example, if the user already left the company but admin still need their information as reporter/assignee.

Workaround

Invite the user upfront before perform CSV issue import. You can disable invitation email from there.
